We all value our privacy to some degree, but there are those people who are far too private and value their space far more than others. Here are some of the zodiac signs who prefer to burrow inside their shell and only emerge when the time is right. Is it possible that you or your lover is one of them? Now is the time to find out.

Taurus

Taurus sign is quite private, and they prefer to solve their difficulties on their own. They have a hard time trusting others, thus they keep a few details hidden. They despise people who do not respect their privacy.

Cancer

Cancer sign craves alone time to care for themselves and strengthen themselves before facing the outside world. Their symbol is a crab, which wonderfully encapsulates their need to retreat into their shell in order to recuperate.

Virgo

Virgo sign values privacy and believes that only when they are alone can their true self emerge. They are happiest when they are free to do their own thing and no one expects them to complete a task. Virgos are private people who don’t want to talk about their personal lives.

Scorpio

Scorpios are like RAW/IB agents when it comes to protecting their lives. They are enigmatic and secretive, revealing only what they want to. They are souls who are very quiet and reserved. You are not permitted to cross the boundaries they have established around them, particularly the emotional ones. They don’t appreciate somebody entering their personal space or interrogating them excessively.

Pisces

Pisces value their personal space and privacy because it allows them to heal, accomplish their best work, and find calm. They only let a few individuals in because they are afraid of being judged. They frequently need to be alone and away from people.

When did the US government start borrowing from Social Security?

As a stop-gap measure, Congress passed legislation in 1981 to permit inter-fund borrowing among the three Trust Funds (the Old-Age and Survivors Trust Fund; the Disability Trust Fund; and the Medicare Trust Fund).

In the early 1980s the Social Security Trust Funds had developed short-term cash flow problems, as a result of the adverse performance of the economy during the "stagflation" of the 1970s. As a stop-gap measure, Congress passed legislation in 1981 to permit inter-fund borrowing among the three Trust Funds (the Old-Age and Survivors Trust Fund; the Disability Trust Fund; and the Medicare Trust Fund). This authority was to lapse at the end of 1982. However, the 1983 Amendments extended the inter-fund borrowing authority to the end of 1987. Under the law as amended, all loans would have to be repaid by the end of 1989. The inter-fund loans were required to be repaid with an amount of interest equal to that which the loaning fund would have earned had it had use of the money during this time. In other words, the borrowing fund was required to make the loaning fund whole at the end of the process. This authority was used twice, once in November 1982 and once in December 1982. The total amount borrowed was $17.5 billion. The Old-Age and Survivors Trust Fund borrowed the money-$5.1 billion from the Disability Trust Fund and $12.4 billion from the Medicare Trust Fund. Repayment began in 1985 and the debt to the Medicare Trust Fund was paid off by January 1986 and the debt to the Disability Trust Fund was liquidated in April 1986.
